In an unusual move, a U.S.-traded company is actively developing e-government infrastructure in Jinjiang and Nanan, located in China’s Fujian province. China Expert Technology Inc. (OTC BB:CXTI) has announced that its subsidiary, China Expert Network Company Limited, secured contracts totaling $36.6 million for these projects.
China Expert is responsible for the end-to-end e-government implementation in each city. This includes network infrastructure, hardware and security design, and application development. One contract, signed in 2003, was slated for completion by the end of 2004, while the second was projected to finish before the close of 2005.
According to Kung Sze Chau, CEO of Leopard, residents in the first city can now utilize the e-government platform to directly manage payments for taxes and utility bills with government departments and utility providers via the internet. This streamlines services and improves citizen access.
The project aligns with China’s national e-government strategy, initially outlined in 2001 by the State Council. This five-year plan established the foundation, direction, and objectives for nationwide e-government development. Key goals include:
* Establishing core e-government databases.
* Enhancing resource sharing capabilities.
* Improving governance through data-driven decision-making and contingency planning at both central and local government levels.
* Developing relevant legal frameworks, essential infrastructure, robust security protocols, and comprehensive training programs for e-government systems.
* Laying the groundwork for future e-government initiatives.
Leopard Capital Inc., China Expert’s parent company, specializes in information technology network and infrastructure solutions. China Expert distinguishes itself as a comprehensive single-source contractor capable of managing complete e-government infrastructure projects for city governments in China.
