Despite their capabilities, individuals with disabilities face significant barriers in the workforce, resulting in a staggering 70% unemployment rate. NISH, a dedicated nonprofit, is actively addressing this disparity. By facilitating federal contracts for agencies employing people with disabilities through the Javits-Wagner-O’Day (JWOD) Program, NISH strives to create meaningful opportunities and change perceptions.

NISH has launched an innovative “Centers of Excellence” initiative. In this program, select agencies recognized for their high standards act as mentors, guiding other agencies in enhancing the quality of their services and products delivered to the federal government. This collaborative approach fosters continuous improvement and ensures greater value for federal contracts.

The JWOD program stands as the largest employment source in the United States specifically for individuals with disabilities. Providing jobs and training to over 45,000 blind or severely disabled individuals, the JWOD program, managed by NISH through its network of 600+ nonprofit agencies, is rooted in the Wagner-O’Day Act of 1938. This landmark legislation initially focused on creating employment for the blind by enabling them to produce and sell goods like mops and brooms to the federal government. Subsequent amendments in 1971 broadened the scope to encompass individuals with other severe disabilities and to include service-based opportunities alongside product manufacturing.

Research indicates a strong desire among the disabled community to participate in the workforce. A Harris Interactive survey revealed that two-thirds of unemployed individuals with disabilities actively seek employment but are hindered by limited opportunities and accessibility challenges.
