A recent report in La Prensa Newspaper highlights the failure of the Park 32 project in Costa del Este, Panama. The project, reportedly sold out, raises concerns about pre-sale marketing practices targeting speculators. The developer’s incentive to complete the project may have diminished, potentially leading them to consider launching a new, more profitable venture on the same land. While we can’t definitively confirm this scenario, similarities exist with the Ice Tower/Iron Tower situation.

Park 32 was envisioned as a striking 50-story high-rise, offering relatively spacious apartments (around 230 sq. meters). Costa del Este, a development built on reclaimed land between Panama City and Tocumen Airport, currently features numerous high-rise condos either under construction or in the planning stages.

Our law firm is closely monitoring the potential refund process. Complex scenarios arise when units have been resold multiple times, with each seller pocketing a portion of the down payment. The developer is legally obligated to refund only the amount they directly received. Furthermore, international complications may surface if buyers and sellers reside in different countries, potentially leading to disputes over refunds. We anticipate inquiries from buyers who haven’t received their due refunds from previous sellers. We believe that the developer will likely provide refunds to maintain their reputation and facilitate future projects on the site. They will want to avoid legal issues and protect their reputation to continue with future projects or a potential sale of the land. Therefore, we anticipate refunds from the developer.

We will continue to provide updates on real estate developments as they occur. Check back frequently for the latest information.
