In a notable cross-border collaboration, a U.S.-traded company is actively developing e-government systems in Jinjiang and Nanan, located in China’s Fujian province. China Expert Technology Inc. (OTC BB:CXTI) has announced that its wholly-owned subsidiary, China Expert Network Company Limited, has secured contracts totaling $36.6 million to implement comprehensive e-government network infrastructure projects in these cities.

Under the terms of the agreements, China Expert assumes full responsibility for each city’s e-government project. This encompasses network infrastructure design, hardware procurement, security implementation, application development, and overall project execution. The initial contract, signed in 2003, was slated for completion by the end of 2004, while the subsequent contract aimed for completion before the close of 2005.

Kung Sze Chau, chief executive officer of Leopard, emphasized the project’s impact, stating, “Citizens in the first contracted city are now able to utilize the established e-government facilities to conveniently settle their personal obligations, such as tax and electricity bills, directly with the relevant government departments and public utility companies through the Internet.”

The foundation for this initiative was laid in 2001 when the State Council outlined a five-year plan for nationwide e-government development. This plan established the framework, direction, and objectives for the project, including the establishment of fundamental e-government databases, enhanced resource sharing, improved management capabilities (decision-making and contingency planning) for central and local government departments, the creation of relevant laws, regulations, basic infrastructure, security systems, and training programs. It also paved the way for future e-government initiatives.

Leopard Capital Inc., a leading information technology network and infrastructure company, highlights that China Expert stands as the only single contractor entrusted with a complete e-government infrastructure project within a single contract from a city government in China.
