A recent report in La Prensa Newspaper highlights growing concerns in the Panama real estate market with the announcement that the Park 32 project in Costa del Este will not be completed. Despite being reportedly sold out, speculation suggests the developer may have targeted flippers during pre-sale marketing, offering low initial prices. This scenario potentially removes the incentive for the developer to complete the project, as initiating a new project on the same site at higher prices becomes more appealing. While we cannot definitively confirm this is the case with Park 32, the situation echoes past occurrences.
Park 32 was envisioned as a striking 50-story high-rise featuring generously sized apartments, many around 230 square meters. Costa del Este itself is a modern development built on reclaimed land between Panama City and Tocumen Airport, offering convenient access to the city. The area boasts numerous other high-rise condos either under construction or in the planning stages.
The failure of Park 32 raises complex questions about refunds, particularly concerning units that have been resold multiple times. Our law firm is closely monitoring how the refund process will unfold. The developer is only obligated to refund the amount they directly received. Complexities arise when original owners sold units at a profit, taking cash down payments. If these sellers reside outside of Panama, recovering these funds may prove difficult and costly for buyers, especially if the sellers lack identifiable assets within Panama. We anticipate inquiries from individuals who have not received their due refunds from previous owners. However, we expect the developers to fulfill their refund obligations to protect their reputation and avoid legal complications, allowing them to pursue future projects on the site.
